I don't think there are insufficient takers for the digital photography course, I think it's more to do with the fact that they recently moved premises rather a long way and probably their tutors won't want to go that far out, or they've been unable to get the funding or something.
As it is, either John or I will have to take Charles back and forth to the new place, to save him the bus fares out of his limited pocket-money, whereas he could walk to the old place.
